The ISS is included as a gross up in any amount owed for postpay threshold and monthly invoice accounts. For prepay accounts, this 2.9% tax is deducted from payments. (Note: tax rate is subject to change.)
Regardless of how you pay, your billing document will include a separate line item for the ISS.
If you have a postpay threshold or monthly invoice account, the tax is included in the total amount. For example, if you owe a total of R$102.99, then R$100 is for ad spend and R$2.99 is for ISS. Here is the breakdown:
Tax basis: 1 - 2.9% = 0.971
Ad spend: R$100
Total amount due: R$100 / 0.971 = R$102.99
ISS amount: R$102.99 - R$100.00 = R$2.99
For monthly invoice accounts, the insertion order budget only applies to ad spend. If you have a strict budget limit, you will need to account for taxes.
If you have a prepay account, the ISS is deducted from your payment. For example, if you make a R$100 prepayment, your account balance will increase by R$97.10 and the remainder of your payment (R$2.90) will cover the 2.9% tax. Here is the breakdown:

Tax basis: 1 - 2.9% = 0.971
Account balance increase: R$100 * 0.971 = R$97.10

Starting on April 15, 2024, Microsoft Advertising customers located in India's special economic zone (SEZ) can request a Goods and Service Tax (GST) exemption based on the submission of specified documents. Once these documents have been reviewed and approved, the Microsoft Corporation India Pvt Ltd (MCIPL) will issue invoices without GST.
If no tax exemption for a SEZ is required, the GST will continue to be applied on all invoices/credit notes (CNs), whether or not you're located in a SEZ.
A. SEZ transactions and taxable scenarios. Please note that you'll have to opt in up front for whether you want to claim GST exemption or not.
1. With tax exemption. Please submit a request for tax exemption by contacting Support or your account manager and Support, and preparing the following documents:
a. Valid Letter of Authorization (LOA) issued by SEZ authorities along with the LOA expiration date.
If the LOA's expiration date is within the next six months, you'll need to submit either a renewed LOA or confirmation that a renewed LOA will be shared before the expiration of the old one. If you're unable to share the renewed LOA before the expiration, your previous GST exemption will be withdrawn.
b. The GST registration type of the SEZ location must be listed as “SEZ” and not as “regular” on the GST portal. Please note that if the registration type is listed as “regular,” the exemption request won't be accepted.
Once the above documents are reviewed, the accepted invoicesinvoices accepted will have GST listed at 0% for future billing only. (This will not impact the past invoices.)
The GST exemption will be provided on all the invoices raised from the SEZ location and will continue for all the invoices going forward from the SEZ unit or location. Please note that all invoices from the same location must have the same SEZ type of exemption: either an exemption or a non-exemption.
2. Without tax exemption. If no exemption is chosen, an applicable default GST will be charged and displayed on the invoices.
